The horsepower rating is based on the boat's "hull design speed. The NMMA plate contains important information which you should know, including the number of people the boat can carry and the horsepower rating of largest motor you should use.

Ask yourself how many people are usually with you when you go boating. Use a calculator, if there are several passengers, to multiply the top horsepower rating by 1. Because a quick look at the term and topic of horsepower can provide you with some interesting information—or at least a little trivia with which you can impress your boating pals. A better method to measure horsepower is by attaching the measuring device to the output flange of the transmission, which obviously accounts for frictional losses from the transmission and so paints a more accurate picture of what an engine is actually delivering in the real world. But for a boat, the most accurate horsepower measurement is the one taken at the propeller because it accounts for the frictional losses created by shaft logs, strut bearings, and such—accurate but impractical for anything but complete engine-drive packages like stern drives and outboards.

Metric horsepower is also measured at the transmission output shaft but under slightly different conditions. Or to put it in more real-world terms, if you run your boat in the summertime in Florida, it will not perform as well as it does in the fall up north. If you put too big an engine on a boat, you throw the flotation off.

Last, the manufacturers set the Coast Guard capacity maximum, which they reach using an accepted formula, and they also determine the horsepower since they know how much engine weight will still allow their boat to float level.

It should be noted that the NMMA is much tougher on calculating weight maximums, as well as increasing the size of boats requiring flotation from the Federal standard of 20 feet up to 26 feet. The NMMA also has a test where the driver must crank the wheel degrees in a split second.

If the boat is not capable of such a turn through 90 degrees at full throttle without the driver losing control, then the NMMA requires a "Maneuvering Speed" placard be posted warning that sudden turns may cause a loss of control above a certain speed.
